The Revonas glided towards the town with a silent grace that belied its massive bulk. This close to the coast, the wind was unnecessary, and it was the four rows of oars which rose and fell in the water with barely a splash. Captain Lishdin watched calmly from the front deck as the small town slowly grew in size.

Some of the crew had grumbled at his decision, but they would not cause trouble. Lishdin didn't have Sal Mishlan's charisma, but the Guild Union Navy was famous for its strict discipline. Besides, danger was life for the Shidarans; they had forged a prosperous society out of a land that constantly tried to kill them. No stranger, no matter how intimidating, was going to get the best of the disciplined Shidarans easily. The fact that the Revonas was itself larger than any single building in the approaching town was only more cause for confidence.

Colony of New Mille, Dock

" Monsieur, an incoming ship! "

" From the Grand Flotte? "

" Non! "

" Wave it in, I'll get the militia! "

The two men, one a farmer and the other a fishermen quickly broke apart, the first coming down toward the edge of the pier and the second sprinting off toward the hobble of buildings in the distance. The first man pulled the blue scarf from around his neck and waved it back and forth to indicate the ship to come in.

A few minutes later, as the ship pulled into dock, a man dressed in eloquent furs began to prance down the dock with two dozen militia at his back. They wore chainmail and had longswords sheathed at their side. The first militiamen carried a huge blue standard with a golden stag across it's center, the signet of Mille Sessau. Governor du Vaus was the first to make contact.

" Bonjour! Bonjour! From where do you hail, friends of the Empire? "

"Lieutenant Dane, the ship will be yours if I go ashore. Ensure that the Union's security laws are adhered to." Lishdin admonished his second-in-command as the vessel rapidly approached the dock. In the aftermath of the drow incident the Union had imposed some strict rules on contact with foreigners: they were not to be allowed aboard Shidaran ships, and sensitive materials were to be burned or thrown overboard if there was risk of capture.

"Yessir."

The splashing of oars ceased as the vessel glided forward, coming to rest just alongside the foreign pier. The painted image of a frozen shield, the emblem of the Guild Union Navy, slid past the waiting militiamen below as ropes were cast from the side of the ship. "Formation to Port!" the captain ordered. The ship's complement of shields- eighty soldiers- rushed to port, forming a solid, disciplined chain overlooking the enshadowed humans below. Each one was armed with bow and sword, sheathed in chainmail, but stood impassively at-ready. The gangplank was lowered with a round clatter.

Captain Lishdin descended with a gentle tap-tap-tap as his sealskin boots resounded against the wood, the shadow of the ship behind him enveloping him as he approached the humans. Lishdin did not have the burning charisma of Sal Mishlan, but his calm, appraising manner made him formidable in his own right, and suited the line of soldiers at his back. His gray navy jacket of leather and fur spoke of many years of hard work, but ivory buttons and soft thread suggested wealth.

He paused halfway down the gangplank, looking at the strange creatures before him. The wind whistled.

"I am Captain Rudal Lishdin of the Guild Union Navy; licensed to stand as representative of the Guild Union of Shidrus. To whom am I speaking?"

The assembled soldiers eyed the foreigners with hesitancy, but a casual admiration .. or perhaps adulation was visible as the stationed militiamen eyed the leader of the vessel to be sporting similar attire to the Sessuans own nobility. Governor du Vaus leaned casually on one leg as the gangplank was lowered and the leader stepped down. Although he was physically smaller in nature, he carried with him a certain air of authority and professionalism. Governor du Vaus seemed somewhat impressed.

" I am Governor Philip du Vaus of the Empire of Mille Sessau. " Like all native Sessuans, du Vaus' tone carried a heavy accident. Philip continued with policy of the Empress' strict passive code and ensured the safety of the colony with his next inquiry. " Do vou come in peace, Capitaine? "

"The tranquility of our meeting will be entirely up to you, governor." Lishdin replied calmly. Behind him the silhouettes of four score soldiers stood under discipline. "The Union seeks prosperity, and I have been sent to represent those interests to any who might inhabit these lands." He watched the Sessuans tranquilly, with a confidence that belied any bravado. The shifting and sloshing of the Revanos behind him caused the gangplank to warp and shift, but he perched upon it as easily as a bird on a wire.

Governor du Vaus led the Captain (and an allowance of two guards) up the dock and into one of the buildings. It was humbled by it's simplistic construction, but the inside was an embellishment of Sessuan culture. Incense burned, paintings of Empress Alexandria hung, a huge fur rug of some slain forest mammal coated the wooden floor and the table was littered with intricate cups and silverwear. Philip du Vaus allowed his guests to sit before he himself sat. Attendants were soon along, filling the cups with hot tea and setting bread in front of each of those seated.

" And from where do you hail, Capitaine? "

"Shields Hark and Denor, with me." Lishdin gestured to a couple of the soldiers, who detached themselves from the formation of halflings and followed their captain down the gangplank.

Lishdin glanced around the room with his hands at his side, like an master viewing a potential apprentice's work, or a potential buyer surveying goods. The pleasant, though musky, scent of incense covered up the salty burn of cold sea air that usually emanated from his jacket. The only thing he could criticize was the tea - like most Shidarans Lishdin prefers a hard ale. Tea didn't help you keep warm during freezing Shidaran nights.

"I and my crew are from Shidrus." He replied ungenerously to du Vaus' inquiry before abruptly changing the subject. "Your town here seems rather small to have such luxuries. I take it that Mille Sessua is larger than just a few coastal villages?

Governor du Vaus seemed less interested with discussing geopolitics and more in discussing local apparel and customs. He sipped lazily at his tea. " Yes, Mille Sessau is home to a rather large network of goods such as spices and agricultural goods, but tell me where it is that you got that jacket! "

The tea was kept flowing and the bread replenished if ever needed.

" Have you a map of your lands? We can exchange cartographical information if you so desire, as such authority is within my means, Capitaine. "

"This thing?" Lishdin allowed himself a chuckle. "It's a decorated version of the standard-issue naval jacket. Whaleskin exterior to keep out the water and Kardum fur for warmth." Such jackets were extremely common among Shidaran sailors of all kinds, but Lishdin's was unique due to its fine materials and expensive thread.

The captain seemed to warm up to his host as they spoke, letting a narrow smile reach his face as he sampled a Sessuan pastry. "All our maps are classified, I'm afraid." He explained to the governor, mild regret seeping out of his voice. "It's recent legislation. We had a bad experience - crazy elves, civil war, demons and mages running around, that kind of thing."

"For the prosperity of the Union." Lishdin decided to go straight for the heart of the matter, answering the question embedded beneath the governor's words instead of the one on the surface. "We are a people of business, and the Guilds will want to expand their business into these lands."

" And what business do you bring us? " A servant slipped in and murmured something to the Governor, but his demeanor did not change. " D'accord, merci beaucoup. " He returned his attention to the Captain.

" I represent the Empress and can act on her behalf, thus I can negotiate any and all business between our nations, err .. guilds? "

Lishdin could tell that the governor was confused by the Shidaran form of government, which did not surprise him. Someone who was familiar with Princes or Empresses would hardly expect a confederation of trade guilds to be a legitimate form of government. He also noticed that the governor seemed unfamiliar with guilds. This did surprise him.

"Trade Guilds," He explained, trying to think how to explain the concept to one unfamiliar with the idea. "Organizations made from members of the same profession, which improve their efficiency and profit by coordinating their activities." Clinical, but it worked. "Our Shalinan Guild, for example, managing all merchants, traders, and transport in Shidrus. With permission, we would set up Guildhalls - er, offices - in your lands, which would allow our traders to do business with your people."

A twinkle seemed to spark out of Lishdin's eye. Despite his explanation, the governor had no idea what he was getting into.

"Are you asking for a formal agreement on behalf of the Shalinan guild to purchase and remarket your furs in bulk, or whether there would be a market for such things in Shidrus?"

The governor's accent was starting to give Lishdin a headache. He considered his reply carefully. "I am a representative of the Union, not of the Shalinan Guild. However, I can assure you that there would be a great demand for such furs in Shidrus, and that we would buy them. If you will grant us permission, our merchants will negotiate the specifics. Would that be acceptable?"

"The various guilds will send representatives as soon as the agreement is confirmed. If I can have your permission in writing then our agreement would be satisfactory." He paused for a moment. "Although I will not press the issue now, I am sure that the Union will wish for further contact with your people. We may send an ambassador, in which case an audience with your empress would be preferable."

" Indeed! Venir ici, sil'vous plait! " The governor's shouts were answered by a servant, du Vaus motioned briefly to a far off table where a quill in an ink jar and several rolls of parchment lie. He brought them over and Governor du Vaus scribbled the necessary writings to satisfy the Captain. The document was basically an agreement for " .. all agreed to Guilds, under the supervision of Sessauan Militia, and to be supervised by Sessauan officials in the case of inquiry, to construct a single Guildhouse within the limits of the port of New Mille. " He rolled the document up and passed it to the Captain.

" It is done. Though you will not be allowed to actually begin construction until your own merchants negotiate a deal of trade with us. "

Lishdin scanned the document and frowned slightly. "The guilds are sovereign institutions, governor. They will not accept any oversight that pries into their inner workings. We can, I think, accept some such restrictions as agreeing to follow Sessuan laws in your own land and cooperate with your authorities, but there must be no interference with the guild's functions."

Several militiamen escorted the captain and his guards from the humble abode and back to their vessel. Incidentally, about the time that the Revonas was leaving, a Sessauan transport arrived at the second and only other dock of New Mille. Three hundred heavily armored chevaliers disembarked, brandishing shiny chainmail and broadswords. They were the vanguard of the Sessauan military.

Their appearance however was incidental and not intended. They made no motion of acknowledging the Halflings' vessel but instead marched rather haphazardly into the town and down the dirt road into the Eastern Expanse.

Hrothar Lumber Colony

The Bireme, LeBlanc had maneuvered along the unsure waters back to the previously cartographed location of the two islands after word had reached that there were an abundance of usable forests on the island. The Empress had declared that it would be necessary to scout the islands further before deciding that a colony would be adequate.

The LeBlanc had made little headway in further scouting until the appearance of foreigners became evident. The sailors of the LeBlance had never seen or spoken with the halflings, unlike Governor du Vaus who had. In accordance with their command however, the LeBlanc beached itself a short distance away from the colony where a myriad of halflings were hard at work and the Captain, Adelais Eugéne and a half dozen lightly armed sailors took to the ground and made their way toward the establishment.

" Bonjour! In the name of the Grand Empress of Mille Sessau, Representative of the Sacellum of Sessau, what foreigners are you who trespass on the holy ground of our land?! "
